Where did we start and where are we going? Is there a conflict? Good guy/bad guy? Given this graph, there's been an increase and that's it, but there needs to be more for a compelling narrative. Start at the beginning and take us through. You might need to do some more digging into the data to find a story. Or you might compare domestic and foreign and the story is how much better domestic is doing compared to foreign - then you have two "characters" in your story to focus on.

You should frame this story with a persuasive angle, CALL TO ACTION at the end. What advise are you offering the NADA? What should they do? Do you have ideas in which they should do this?
