Proposal: Please revise this section to a set of concrete proposals. These should be specific and actionable and logically flow from your Issue. Comments: Please revise this section to include more detail, specifically around measures the minister or city councillor could suggest to respond to anticipated criticisms. Regarding potential supporters and opposition: in addition to government stakeholders, you should consider lobby groups, industries, environmental organizations, academics, activists, other citizen groups, etc. Structure: Your document is structured in a clear way, with headings for each section.
