Theoretically, in a perfect public organization, supervisors will complete fair and on-time employee evaluations as well as employee commendations and negative comment cards throughout the year to be placed into an employee’s personnel package. Based on over 16 years of experience as an employee and supervisor in a good size public organization, I observe supervisors rarely taking the time to complete commendations for their employees, and employees are lucky to get their annual evaluations completed each year at all.
