Project Summary: Your first challenge will be to get good data on how much "abuse" of the drug there is in states in which it has been legalized. You should also establish whether that trend is up, down, or even over time. You will also need to get good information on the reasons why there is abuse so that you can be assured your intervention is addressing the root cause.
